Sewing over vinyl can be hard to do. There are several ways of handling the sticking of the presser foot to the vinyl as it tries to glide over it during stitching. You can cover the edge with ribbon, cover the vinyl with tear away tissue, or buy a special vinyl feed foot for your sewing machine. Years ago when I was trying to make a tote bag with vinyl pockets for photos, I came up with this idea, not knowing what else to do.
Using tape, I used blue painters tape*, tear small strips and attach them to the bottom of your presser foot. Now it will glide right over the vinyl with out one hitch.

*Blue painters tape has a low tack, so it does not leave behind adhesive residue when removed. Other tapes may, so check before sewing after removing the tape.
